Pune sits three hours from Mumbai, shares much of its language and media diet, and prices creators considerably lower. For Maharashtra campaigns and for national test runs, that arbitrage is the whole argument.
Pune creators reach a substantially overlapping Marathi and Hindi audience to Mumbai's, with comparable production standards, at rates that are frequently a fraction of what the same tier commands in Mumbai. For a Maharashtra-focused campaign this is close to free money.
The catch is that the very largest Mumbai creators have no Pune equivalent — if a campaign genuinely needs that scale, it needs Mumbai. Below that ceiling, which is where most brand budgets sit, Pune is usually the better buy and we will say so.
Pune's student and early-career population is unusually large relative to the city's size, and it clusters — around the university belt, the IT corridor and a handful of neighbourhoods. That concentration makes local campaigns unusually efficient: a creator with a genuinely Pune-based following can reach a meaningful share of the relevant audience.
It also sets the categories. Cafés and nightlife, fitness, budget fashion, phones and gadgets, driving schools, coaching and skills, and increasingly automotive — Pune's manufacturing base gives it an engaged car and two-wheeler audience that most cities lack.
Before committing a national budget, brands need a market that is representative, cheap and fast. Pune is all three: the audience behaves close enough to the broader urban Indian average, creator rates are low enough to test several angles rather than one, and turnaround is quick.
The point of a test market is to fail cheaply. Running six angles in Pune costs less than running two in Mumbai, and six angles teach you far more. Winners then scale into the expensive markets with the guesswork already removed.
